Jointly Managed Trust Funds

---- Overview ----
If health care costs in your district are rising dramatically and it has been awhile since you seriously evaluated your health care plan, then you should consider one of the Jointly Managed Trusts (JMT's). Technically, a JMT is a Voluntary Employees' Beneficiary Association (VEBA) described in IRS Code Section 501(c) (9). A Jointly Managed Trust is employees and employers working together year-round to purchase health care benefits. A Board of Trustees, including teacher representatives, contract with various health care providers, govern a trust and design health care plans to best meet the needs of your members. Through this joint effort, benefit costs may be lower, new benefit ideas can be explored, and problems that arise can be dealt with immediately.

Using the combined resources of both labor and management, trusts are able to focus on complex health benefit decisions and develop quality programs and options for participants. By joining a trust, many districts can participate in a single health plan or plans, in turn reducing costs. With larger groups, you have more purchasing power and flexibility in benefit design and cost containment.

---- How to Join a JMT  
Due to the complexity of changing health care plans, the process for changing plans should begin at least one year in advance of the plan renewal, which frequently falls on October 1st.
  1. Order or Download the California Schools Joint Employer / Employee Trusts 2002 booklet for details on twelve specific joint employer-employee trusts in California.
  2. Consult with your CTA staff person for information and formulation of a bargaining/organizing strategy.
  3. Provide members in the building with as much information and education as possible.
  4. To receive a bid from a new insurance provider, you will need to gather some information from your current provider.
    • Get claims experience, if any available.
    • Ask about costs you could incur by leaving. Sometimes these costs are referred to as run out costs or incurred but not yet reported (IBNR) claims.
    • Be aware of the cancellation date with your current insurance provider.
    • Ask the JMT's for their best possible rates. Seek presentations and/or bids from one or two JMT's.
    • Bargain the necessary changes to your contract and begin the changeover process to your new health benefit plan. This changeover requires three to six months.
