: Overview

The Negotiations and Organizational Development Department provides resources and expertise in a variety of areas for primary contact staff and members.

 

An essential function of the department is bargaining assistance in the areas of school budget analysis, mediation, fact-finding and organizing around bargaining issues. Bargaining advisories are sent to staff as necessary on topics that may arise during negotiations.

 

CTA Search is an additional resource available to chapter presidents, bargaining chairs and CTA staff. Password-protected, this website provides access to collective bargaining agreements, arbitrations, fact-finding reports, charter school petitions, ESEA and II/USP bargaining language, and other data bases throughout California. Users may search for information and download a variety of data and the CTA Contract Reference Manual, which is prepared and updated by NOD Specialists.

 

The department develops, delivers and coordinates training programs on issues that have bargaining impact. The programs include the charter school legislation issues that continue to have significant impact on members and staff; multiple-day training sessions for staff members to help ensure they remain current on relevant issues; assisting in the preparation and delivery of training programs in areas such as accountability; Interest Based Bargaining - Training of Trainers program for staff and school management representatives.

 

The Presidents Conference, Summer Institute, Urban Issues Conference and Rural Issues Conference are primary focal points of the department in our ongoing efforts to offer conferences that are educational and enjoyable for members and elected leaders.

 

NOD Specialists and the NOD Manager also provide assistance in their roles as consultants to a variety of CTA workgroups and State Council committees.

 

The NOD Department maintains databases on school district budgets, salary settlements and schedules, health benefits, and charter schools. The department has developed several software programs for use by staff and bargaining teams to assist in salary schedule development, district budget analysis, and other information to support collective bargaining in local CTA chapters.

The department provides training on the annual State Budget as well as training programs on school finance, health benefits, and budget analysis. It conducts workshops at CTA's annual Presidents Conference, the CTA Rural Issues Conference, and leadership conferences conducted by the four CTA regions as well as local chapters and UniServ Units. The department works closely with Governmental Relations as CTA follows and advocates for school finance legislation. The department provides consultation to the Negotiations and the Financing Public Education committees of the State Council of Education.
