Position:  Regional UniServ Staff - Negotiations and Organizational Development (NODD) School School Finance Specialist 
Location:  TBD (CTA Headquarters or RRC within San Mateo or Alameda Counties) 
 
Unit Description and/or Conditions Unique to Assignment
 
Special emphasis for this position will be to develop, organize and deliver training to staff and members on CTA software applications such as BEN, SSA and Apple and Oranges.  A thorough understanding of these programs is required.
 
Duties and Responsibilities:
  • Analyze school district, county office and community college budgets. 
  • Develop and conduct training programs on fiscal issues for staff and chapter leaders.
  • Utilize spreadsheet and data base programs to analyze state and local fiscal issues.
  • Analyze state education budget and develop written material as it applies to collective bargaining.
  • Serve as consultant and resource to staff and chapter leaders on state and local fiscal issues.
  • Perform such other related duties as may be assigned by the Executive Director or her designee.

Qualifications:

  • A BS/BA or higher degree. 
  • Broad understanding of the critical issues and problems facing the public schools and the teaching profession in California. 
  • Demonstrated knowledge of state and other laws/regulations/procedures relating to the collective bargaining process and to school finance.
  • Ability to analyze information, identify issues/problems, and develop strategies/solutions.
  • Experience and demonstrated skill in budget analysis and contract negotiations.
  • Experience and demonstrated skill in developing and conducting training programs.
  • Demonstrated ability to effectively communicate orally and in writing.
  • Demonstrated proficiency in the use of computer software, especially database and spreadsheet programs, in preparation of fiscal-related information.

*This position is in a bargaining unit represented by CSO. Salaries are established by a collective bargaining agreement.  Step placement is also determined by the CTA/CSO Agreement.
